Introduction
"A Revved-Up Group of Bad Apples" were the words used by Bill Moyers on the May 7, 2004  broadcast of the PBS "NOW" program to summarize the behavior of the guards that  mistreated their prisoners at the Abu Ghraib prison in Iraq.  This description might equally well apply to the behavior of the Montgomery County, MD Police and Fire Departments and their collaborators in the continued harassment of the author since sometime before 1998.  It may be that Bill Moyers' words were too kind in both cases however.  It appears that the subcultures of those wearing police and fire fighters uniforms are of the mind that these vestments give them the license for their form of covert sadism against their unfortunate targets. It is also a note of revelation on the arrogance of the fire department that they picked up on this harassment so enthusiastically and advertised their involvement so strongly; an activity that seems to be completely out of their range behavior as projected upon the average citizen.  Before this sad state of affairs developed the author had had no business with the police and had no idea of the mentality of those in those lines of work.  It has become only too clear since this harassment started that there are many ill minded people in that area of public service. It is also apparent that the trait of bullying is not just an oddity of a few individual members within an organization but seems to be the underlying cultural characteristic of the organization.

Some quick business here first.   Although entries to these pages on the home computer are frequently made on a daily basis, these updates are only uploaded to the public website when it is felt their use to the very observant perpetrators has passed..  And the author apologizes for the disorganization, hopefully temporary, that exists here and particularly in the MO listing on the EXPLANATIONS page.   He is trying to keep the impact of this unfortunate state of affairs upon his life and activity to a minimum.  The time and attention required to produce a finished document dealing with this constantly pressing situation is beyond what is available at present -   however this website is in a continual process of update.

This website will be found to be very psychological in nature. This is because most of the harassment being levied against the author is psychological.   Even in cases where physical damage was done, the idea behind the action was largely to allow and enhance psychological effect.  In the same breath the author will apologize for the poor use of the English language in many rather convoluted and run-on sentences.  The need here is to convey information about complicated situations as concisely as possible and with the time and energy available to the author.   Most sentences have been wrought under constrictions similar to those which result in the "legalize" written by lawyers - to include many ancillary considerations and possibilities at their logical point of introduction. The author cannot attempt to make this document read like a finished novel since this is an evolving situation with the author repeatedly having to deal with situations purposefully contrived to produce difficulty.   In many cases details were left out at the initial writings that later were seen to become important due to unexpected follow-on events.   These situations are dealt with by introducing the details where they could have been originally introduced and then an attempt made to indicate that this seemingly unnecessary detail may be referred to in future entries.  In some cases this detail is needed in order to accumulate enough examples to show a pattern of behavior in the police, firefighters, and associated conspirators' activity.  In other cases it is simply to make a situation appear logical to the reader and thus make this awkward document more believable. This ongoing unfinishing process gives this script a rather patchy nature on a quick read-through but it is more important that the ideas and information are recorded than that a smoothly written document is continually available.   If the reader has to read some sentences more than once, he/she can take comfort in the fact that the author reread and rewrote most of these words many more times.  Some names and faces have been disguised  to protect both the author and others.  Where specific facts seem to be lacking may be for the same reason.  This is particularly true regarding questionable activity of the original perpetrator, the neighbor, where a possible lawsuit might be incurred.

This website is meant as a public service to help those who may be experiencing bullying by their local police and fire departments and also, it must be admitted, to allow the author to vent a part of the pent up frustration with this situation which was a very real problem in the first days. Part of this problem being that many people seem unwilling to consider, let alone accept, that the police may be villains in this socially awkward subject.  This documentation is clearly out of the range of believability and educatability of many and most people.  Although knowledge of this information may not forestall the activities that police departments use to harass their victims, fore-knowledge of these methods may make their distastefulness a little easier to bear and allow victims to not make mistakes which could be costly or fatal. At least it may lend some comfort to know that someone at some time went through a similar process that the reader may be undergoing.  This document is therefore considered partly a public service to perhaps a very unfortunate and frustrated minority.

Also at this point it might be appropriate to point out that it was suggested by a reader that, in order to make this document a little bit more believable, that only those harassment cases that were absolutely the most provable evidence be included in the list of insults in the EVENTS page.  Unfortunately to do this would fall directly into the hands of the police because the events that are absolutely provable in a legal sense are a very small part of the overall activity that the police and fire workers have used.    Besides this document needs the accumulation of statistical evidence that shows that these incidents are not just random events and also the evidence that these methods fall into clearly recognizable methods of operation, (MO's) which are interrelated in many cases..  Also and very significantly it has become obvious that the perpetrators taylor their activities in manner so that initial events that are fairly obvious and egregious are tapered off towards events that are individually hard to prove.  They do this knowing that the justice system is not very cognizant of statistical evidence and tends to recognize only clearly identifiable individual acts of egregious behavior. They know that the knowledge and feeling of the original insult will remain in the mind of the victim and that their actions remind the victim of this continuing string of misbehavior.  More on this subject will be seen later.

In the beginning the initial activities made by the police were more overt in their attempt to create as much anger and frustration in the author as possible. It seemed almost inescapable that this activity appeared intended to try to cause him to do something "stupid" upon which the police could then retaliate with over whelming force.  It appears that this initial approach was succeedingly toned down as suggested in the preceding paragraph and made more subtle as initial attempts failed. Then their activity became routine enough to be seen to fall into certain patterns of behavior.   Categorization of this behavior into MO's were the initial basis of the EXPLANATIONS page.  This "toning down" of affronts after an initial period of "sensitization" is a very real method of operation of the police and, one realizes, a very effective psychological tool.  The author made numerous attempts to obtain support and deal directly with this problem through straight forward public and private channels in the early days but no help could be found.  Indeed on several of these occasions the Montgomery County Crisis Center was called in by these authorities and the author involuntarily committed to a psychiatric hospital on one occasion with continuing threats of this same outcome thereafter.  Also, as opposed to situations where individual and isolated cases of  police misconduct have found their way into the public record, no examples of this kind of willful, planned, and ongoing police abuse seem to be documented.   This "lack of exposure" also undoubtedly explains the energetic and enthusiastic use with which the police embrace this behavior.  Hopefully this site will have value to those who have become the subject of such police "attention" and are finding it frustrating to repeatedly discover the numerous methods they use in their harassment activity. 

It seems likely that the author's experience is probably not an isolated instance since, police departments in distant locals that were used to extend the arm of the local police on out-of-state trips, always seemed up to the the task of extending the local police department's abusive activities into these distant realms.  Although this situation seems to have been started and been continually reinforced by a neighbor with police department connections, these conclusions cannot be proven legally and are less obvious as the police have gradually lowered their visibility and involvement with the neighbor.  The continual incitement of the police by the neighbor seems very likely however considering the neighbor's legal predisposition and involvement in the "Neighborhood Watch" association where they appear to have bonded and appear to have created a very solid "friends of the police" relationship.  The unofficial "brotherhood" and "good old boy" culture of the police is a problem that hopefully will eventually be eliminated through public disapproval.  Other organizations as well as out-of-state police were subsequently drawn into and are continually used in this harassment activity.   The police and fire departments are quite good at keeping this activity below the horizon of public observability so that even an incident in progress is not normally recognized by uninvolved bystanders. (The best recorded example of this so far is the  EVENT of <050112>).  Specifically it is hoped this website will allow an individual to avoid the learning curve that was levied upon the author and will allow other such victims to survive the frustration and related problems that occur.  Undoubtedly other peoples' experiences will be varied and will differ in details but harassments suffered in numerous states throughout the U.S. indicate that their methods will have many characteristics in common with those described here.  A television news documentary noted that the police use the term "Collaring" to describe this activity although further verification of this terminology has not been obtained. The police department taking the lead in this activity is the County Police Department of Montgomery County, MD, U.S.A and it is undoubtedly certain individuals and even more likely, a specific individual, within the department, encouraged by the neighbor, who has fostered the long term continuity of this harassment.. This website is being created while the author is suffering new attacks daily.

The experience of the author shows that the brotherhood (the police and their collaborators) were able to lie, steal, intimidate,  mislead, and routinely do things they generally try to keep hidden from general public knowledge.  Moreover it seems to be that they feel justified in their practices.  A quick overview of this situation is best given by the unanswered letter sent to Commander Cunningham of the Montgomery County Police on 26 October 2003 (<031026>):

It is believed that their lack of response to the second mailing and the certified receipt of the above letter indicates more than a lack of cooperation with me in this matter, it indicates active involvement-in/encouragement-of the harassment.  It is perhaps because of our deep wishes that this were not true that the few cases of public debate on issues involving police misbehavior do not lead to continual awareness of this subject.  Discussion also fails to occur because of the "continual optimism" of news reporters, denial or spin in some cases, hesitation to criticize public institutions, and no motivation for public officials in charge to do anything about their administrations which might not appear "perfectly successful".  It is not in the interests of hardly anybody to criticize police department operations although the handling of specific cases is sometimes tenderly admitted.  The basic truth in the words of Ralph Waldo Emerson are pertinent  everywhere in this revelation.

The above letter was included to provide a brief overview of the problem which is covered more completely by the remainder of the website via the EVENTS and EXPLANATIONS pages.  The website consists of the HOME or INDEX page which you are now reading and the two subpages;  EVENTS and EXPLANATIONS.  The CHRONOLOGY page was eliminated since it became nearly a duplicate of the EVENTS page as records were transferred from the original handwritten and diary files to this website. The benefits of having these two, almost identical pages weighed against the effort of maintaining them seemed to disappear as this website developed..  Originally the CHRONOLOGY page was to include only the most brief notes on the situations that occurred and on photos when finally some were obtained.  EVENTS was to include these same records in addition to comments to add coherence to their seemingly isolated occurrences.  It was found that there was little benefit and much duplication of effort.  The EVENTS page looks at this pachyderm only by describing its hairs and wrinkles.  The EXPLAINATIONS page attempts to synthesize some of these microscopic observations into the larger behavior patterns that have been observed.  To form an understanding of the whole situation, the aphorism attributed to Aristotle; "The whole is more than the sum of the parts", needs to be implemented in the mind of the reader.

Unfortunately the documentation of earlier events in this harassment history were not obtained as well as the later situations. The author was literally quite off balance as these things began to be perpetrated.   For this reason a person reading through the EVENTS from the beginning dates will get a very hazy and unverified impression of what this record is all about.   It is also unfortunate that these earlier events did not receive photographic documention because they were some of the most egregious violations of dignity where the police were operating pretty much without any of the moderating actions that the author has forced upon them.  These events, due to their grossness, need to be included in this documentary but can only be described as the earliest events and in somewhat of a hurry as the author's energy permits.  They were the events that the author found impossible to ignore and convinced him that something organized was happening here.  As is typical of the operation of the poice in this activity, the overtness of these introductory events were tapered off as the author was sensitized to the process which was being levied upon him.   It is for this reason that the reader may find that skimming through or going to the latest entries into EVENTS initially may be a more efficient means of grasping the purpose of that section.

EXPLANATIONS is the further attempt to clarify upon EVENTS.  It was found that descriptions of isolated events did not show the overall picture of this ongoing harassment and further comments were needed to tie them together and above all to make this website believable.  It also became clear that the police behavior began to fall into patterns that  might not be recognized if these further EXPLANATIONS were not included.  Finding and settling upon the overall organization of this website has been more work than was wanted but it was gone ahead with and this process of change will undoubtedly show up as a general state of disorganization until it proceeds for awhile.  The following text will now be that which was kept from the original organization before eliminating the CHRONOLOGY page which became too much of a duplication of the EVENTS page and was dropped.

The EXPLAINATIONS page requires some careful writing  and appears to continually come up short in the author's eyes.  It is suspected that   EXPLAINATIONS will require continual modification as needed consolidation is discovered and where it is found that important ideas are missing.  This page is also the last attempt to make this whole scenario believable to the citizen who may never have heard of such behavior and therefore thinks the author is crazy.  The EVENTS page may also need occasional upgrades since the author would like to present "tie-ins" with previous events which may not have been entered originally because of  the press of time and priorities.  This is a significant organizational challenge.  If the "tie-ins" were eliminated this page could simply be an event-by-event elaboration upon the CHRONOLOGY page but then some of the apparent believability that would result from observing similarities in behavior patterns or "Methods-Of-Operation/Modus-Operandi"or <MO's>, would be lost.  It is expected that this site will have to be built up and perfected over some period of time while the items in the EVENTS page simply get added chronologically as time goes on.  A modification to this last statement is required if the author has gone back to early hand written notes and found something missing.

Please remember that the few pictures that are now being obtained represent only a small part of the harassment that has been leveled upon this person.  For every picture obtained there were probably six to eight other unphotographed incidents that were planned harassments by the police and other security related collaborators and successfully perpetrated upon the author.  Before and after the time period where most of the pictures were obtained, fewer pictures could be gotten because no conveniently portable camera was available in the first case and because the uniformed police have become more evasive in the second.  The fire department seems to continue to stamp around in their hob-nailed boots manner however.  This may be why they were brought into this activity.

Since help was sought through many agencies to aid this situation and not found, it is assumed this site will be such an unusual situation that most people will not have any familiarity with any of the myrid of complications that arise from it.  It is for this reason that the author feels the need to explain so many of the details that may be unfamiliar, perhaps outrageous,  to the average reader.  This unfamiliarity also makes the required creative writing  difficult for this inexperienced author.   In the end the reader has to assimilate the story him/herself from its separate parts in order to arrive at the "whole" picture a'la Aristotle.  As a reminder to the reader that the individual entries in "EVENTS"  are part of a larger problem and to encourage the reader to consider this association, the tag, "Hmm...",   is attached to the end of many of the entries to emphasize this possibility.   These are mainly the events where a malicious intent might not appear so certain or where the situation might be excusable as a mere matter of chance.  In describing a more amicable story one might have used the aphorisms, "Go figure ...", or "That is an unusual coincidence", instead of "Hmm..." here.   Hopefully the reader will be encouraged to take an instant to "think twice" or, according to the aphorism; "read between the lines" about these items. The idea here is as exemplified by Fox News: - "We report, you decide"

One of the most difficult areas to navigate is the involvement of the neighbor in the surveillance that is constantly being perpetrated. It is not known how the police always know when the author leaves his home and later always manage to make an unexpected "tail" appear.  Implication of the very legally informed neighbor here liables the author to a law suit.  The reader will have to keep this in mind as he reads this document as many things cannot be said directly.   Unfortunately people will vary in their interpretation of details as the trail of factual documentation thins out.

A note on the brotherhood:  This gives rise to various forms of introverted conduct but is particularly illustrated by the conventions called "The Blue Wall" and "The Code of Silence".   Any group of people, but particularly public servants, who form a society so at odds with the behavior of our open society are making different rules for themselves and undoubtedly contributes to this culture of bullying that the police have.  Such behavior ought to be examined by lawyers and psychologists alike. 

Three other aspects are so important that they need mentioning in this general introduction in addition to their further elucidation in the EXPLANATIONS page.   These are the Doppler Radar Surveillance Device, (DRSD), and the apparent justification and confidence the police appear to display in pursuing this harassment which amounts to a form of corporate mental illness and the need for our side, the victim, to have a means of "declaring victory".

The Doppler Radar Surveillance Device, (DRSD), is essentially a stripped down speed radar and may be the most obscenely intrusive device available to law enforcement and others who underhandedly use these devices..  This device allows an operator to detect almost any type of movement nearly anywhere within a victim's home by sending radar waves through the walls of the house.  It is particularly disturbing because it is effective when one would expect to be in the privacy of their own home.  There are other devices that can see incredible detail from large distances or at night; or hear conversations that are thought to be private, and  others that almost see through clothing with infrared and x-ray technology.   However the DRSD is a small lightweight battery powered gadget that can be operated by a person who appears to be standing, perhaps while appearing innocently walking their dog.  All it takes is a small inconspicuous earpiece for the operator to obtain all the information that the DRSD provides.   The "swooshing" sound  heard by the operator as the victim moves about within their home can be used to tell if the target is in their bathroom, bedroom or wherever and what their general activity is.  Apparently the device is revealing enough so that body language can apparently be observed well enough that an experienced operator can distinguish between different people.   It is almost like having an invisible person that you do not want in your house standing over you as you eat, sleep,  go to the bathroom, or do any other of ones personal functions. As people get older they generally have more sleep difficulties,  The use of the DRSD allows a harasser to monitor a persons sleep habits and to interfere with them in subtle ways.   And you do not know he is there until an unexpected dirty trick is experienced. Think about that.

The author has never used one of these devices but has heard their sound and been the subject of their mischievous use in two different homes.  The author worked on some aspects of radar for the U. S. government for a number of years.   The knowledge of radar capabilities is what led him to the initial suspicion that the DRSD was actually an available device and was being used.  Subsequent conversations with people that had more intimate knowledge in this particular area confirmed their existence and use.  They unfortunately seem to be in more common use than most people would realize.  They are however kept very covert by the people that cherish them. News reports even offer the explanation of police use of "thermal imaging of a dwelling" when more probably a doppler radar surveillance device or DRSD was used.

One of the most pervasive uses of this device has been to initiate noises around the home as the author goes into a mode of light sleep early in the morning. This sleep interference is devastating over an extended period of time. These noises range from slight tappings and scratchings on the house to hang-up telephone calls and motorcycles noisly driving away from the house after scratchings and tappings.  A twist on this technique is to have a motorcycle very noisly decelerate to the stop sign at the intersection close to the bedroom and then not broadcast the noise of it pulling away.  The implication of this "waiting for the other shoe to drop" is that the harasser is in the vicinity and is quietly going to begin his scratching and tapping harassment activity.  This is a severe disturbance for someone wanting to sleep.  An attempt to categorize and list such techniques is made in the "<MO>'s" section of EXPLANATIONS.

In regard to the apparent justification that the police feel in this harassment; this harassment is not a one time mistake, misjudgment, or accident by the Montgomery County Police. It was going on before the author's retirement in 1998 and was stepped up significantly thereafter and has continued with more or less intensity, at the whim , <MO2 >, of the police as inspired by the neighbor, since then.  The feeling of justification of those involved seems very well demonstrated by the breadth of government employees involved and their enthusiasm in executing these harassing events.  It is a very telling sign that the police act as a secret clan in this activity - that is, among their associates they feel very confident and justified in their behavior but at the same time take every precaution that this activity cannot be documented and does not become generally known behavior.  This is proved in their use of methods, particularly undercover cops,  that make proof of their activity difficult. One wonders what perverse form of thinking and justice is being transferred from one agent to another as the responsibility for harassment is being passed from one agent to another as the author makes trips both within the county and away from it.

The need for a "means of declaring victory" for a victim to maintain a reasonable mental attitude over the long haul of this bullying cannot be over emphasized.  Without it the police will always have the last word in any unjustified and discusting assult that they make which makes it hard to maintain ones mental equilibrium over a period of years.  This falls under the category of a survival strategy and is a long term strategic methodology.  It will not stop the harassment and the police will ignore the declaration but they will know it was used. Remember this is a psychological battle most of the time.  The police will always want to get the last word when they do a harassment event.  If you manage to counteract it, they will find something else to follow it up, al.a <MO5> , probably using an undercover cop doing a "rude stranger" action but maybe more overt.  A method to "declare victory" after one has counteracted one of these situations is the only way to reasonably or comfortably survive this harassment over a period of years. It is hard to establish one of these strategic tools but it can be done and one should be on the lookout to do it at every opportunity.  It needs to be a visable signal to those that have been observing your behavior (police) and are aware of it and any idiosyncrasy that is not displayed too often.  More will be said about this in EXPLANATIONS.

Dogs were involved in earlier attempts at this harassment but their use seems to have discontinued - perhaps as their surprise value and general usefulness dissipated.  It is probably a certain truth that the keepers and users of these animals are constantly available and encouraging their use in order to justify their expense and continued funding.  On the operational side, the agents carrying out this harassment are probably trying to appear as creative as possible in carrying out this activity which is undoubtedly surreptitiously watched and supported by those in the immediate line of command.  As a note of recognition of the psychological nature of this harassment, it appears reasonable that the idea is to try to create a feeling of futility in the mind of the victim but it must be concluded that the use of dogs was an idea that did not pay off for the police in this harassment.  It must have been very costly to have a dog crew in wait for the author to move into a position of vulnerability and execute some kind of harassing maneuver. This is true even if the police simply parked their K9 cruiser next to the author's car in the grocery parking lot after having been unexpectedly and interminibly barked at around his home or while leaving the grocery.

As was mentioned earlier, one has to be careful at this point not to be liable for slander but this harassment was apparently brought about by the action of the neighbor who apparently has a "contact" or a "relationship" within the brotherhood.  My defensive reaction - of installing radar reflectors on the exterior of the house - to interfere with this invasion of privacy brought on by the DRSD was what seemed to bring the Montgomery County Police full force into this affair.   This radar surveillance became evident before the author installed any defenses and therefore there is no reason to believe that taking the counter measures away as the police have suggested would end the surveillance. The unusually high frequency of unfortunate events that have befallen the author, which can only be attributed to harassment, began to happen before 1998, long before the 911 disaster and long before increasingly invasive surveillance activities were encouraged by the "Patriot Act".

In a nutshell this harassment has progressed from the activity by the neighbors and their friends to where the police both locally and out-of state became directly and obviously involved.  Then various other local organizations such as metro-police, park-police, private security, and the fire department, and even the 911 Rescue Elements,  among others became involved.  It seems like the last step, the emergency rescue service associated with the fire department which has piled on has been discontinued - perhaps to give some feeling of consideration among the perpetrators.  Over this period the general rise in he use of undercover cops as "discourteous strangers"  seems also to have risen.

About this document itself, it should be mentioned that it was very difficult to write and is still in the process of creation as of the end of 2005.   As different aspects and relationships of past events are remembered, these are added into the EVENTS timeline where they chronologically occurred as best can be determined. Current happenings are added to the end of the growing list.   Unfortunately these updates will cause the website to have a very patchwork nature.  The author apologizes for this but the job is continually growing and rather than giving up and abandoning the project in frustration, it will be published in its patchwork nature.  The job has continually grown larger as it developed and it appeared almost hopeless at the beginning.  Also it is hoped that the lack of preciseness in some of the dates of the earlier incidents in  "EVENTS"  does not give the reader the impression of hazy recollection.  The attacks described are etched clearly in the author's mind although the exact numbers on the calendar may have become lost.  For these situations, the exact dates are, for the most part, irrelevant but the event itself and the timing relative to other events (relative timeline) is important. The chronological relationship between certain events is  important and other events can stand alone as parallel and perhaps even unrelated incidents. Although their appears to be a high degree of central direction in this harassment at other times it is felt that some considerable amount of freedom and encouragement is given to individual operators..  This fact itself indicates the pervasiveness of this "police mentality".  It is hoped that some understanding may be drawn from reading between the lines and perhaps some understanding of human group behavior.   Rather than guessing at exact dates and later finding them wrong, some chronological  uncertainties of earlier events will be left as such. 

The general feeling at the beginning of this harassment was overwhelming.   There were many frustrating things happening and the author was unprepared for any of them.   He did not know from which direction this was occurring or what was going to happen next.  The general reaction was to try and ignore the situation, forget the initial angry reaction and proceed with ones life.  However forgetting things when material damage has been done is not like shrugging off an insult.  Being tired,  having lost a favorite coat (stolen) or staring through a broken windshield is a constant reminder of material affronts.  However as the source and methods of harassment began to be understood, then better records were started and finally a camera small enough to be constantly carried on one's person allowed some events to be documented.  The author has been told not to use his camera at certain times and places.

Something to be remembered when reading EVENTS is that this website first appeared on about November 25, 2004, <041125>,  Thanksgiving Day.  The events listed before this date were entered from a diary of handwritten records which was less and less detailed as dates proceeded earlier and earlier into the past.  This is true even though some of the earliest incidents were the most egregious perpetrated.  The reason for this, as mentioned  elsewhere here, is that these earlier incidents had the author quite off balance and perplexed as to what was happening.  Later events become more systematic and could be detailed in EVENTS on a more regular basis.  A day-by-day record is given after <041125> as incidents could be typed directly using the webpage editor.  These later events may seem mundane to the uninvolved reader but the fact is that it is very fortunate that the tapering off after the initial gross sensitizations is being recorded.  This planned tapering, <MO4>, is very frustrating for the victim to deal with in many ways in addition to making this website seem to pale into insignificance as time progresses.

Lastly, it it should be noted that this document will not be an account of physical abuse.  The police use psychology and they seem almost "sick" in their use of it  They apparently have experience at it and it seems centrally coordinated.   The scenes displayed on TV of Los Angeles police officers beating an individual with clubs did not happen to the author.  The author was not arrested or fined although he was involuntarily committed to a psychological hospital.  Part of the psychological pressure is that the threat of more serious actions is always there.  He was however subjected to a continual siege of sleep interference and vandalism along with the one week incarceration against his will in the psychological ward at a local hospital.  This document is about subtle and not-so-subtle long term psychological attack with the further possibility always of arrest.  It is thus hard for any reader to understand the distress these actions caused unless the reader has suffered similar circumstances or has been educated somehow to a better than average psychological insight into such happenings.   Just a logical understanding of the events does not quite create an understanding of the situation created by the police. Again credit to Aristotle.   Evan consultation with a local psychiatrist finally resulted in a comment "I don't believe you".

Throughout this document the set of  sharp brackets, "<.....>",  around some numbers will usually be used to define the date of an event, of a picture, or of some other item; i.e., <050618> will mean 18 June 2005.   In this <yymmdd> format  the most significant digits are to the left and automatic computer sorting always puts these dates in correct chronological order.   The "pointy brackets" may also refer to one of the Methods Of Operation" such as <MO7>. etc.  It was originally hoped to label  these items and make them "clickable" so the reader could quickly navigate around this website but this now seems unlikely.  Sometimes the pointy brackets will appear as "<date>" to remind the author that  further organizational work needed.

It is hoped the reader will take a brief look through the "EVENTS" and "EXPLANATIONS" pages to become further acquainted with this situation. . Timeliness of updates to this website will be determined in part to minimize possible usefulness of information to the police in their harassment and upon the energy of the author.

If there is any question of whether the police actions revealed here are illegal, this can be settled by understanding that if all the transgressions of the police could be verified then there would be no question of whether a law suite would result in a positive judgement against them.  This is also the reason that many of their actions are done with such covertness.
